- Parboil the potatoes in their skins until they are hot and just beginning to soften.
- Put thru a food mill. Cut carrot into thin matchsticks. Chop the green pepper and celery. Add these to the potato puree and form into small cakes.
- Coat with oats and bake in the oven at 325F on a baking sheet sprinkled with fine oats to prevent sticking.
- Add other vegetables to suit taste.
